Returning Visitors

So does the returning visitors statistic show the number of completley different people/IPs that have visited the site assuming cookies have not been deleted? If not then what? Thanks.

it's explained at the bottom of the summary stats.

it's based entirely on cookies, and whether they already had a cookie created from their last visit.
