Proxy IP addresses

This is my first time posting here so I apologize in advance if this is not the correct place to post this thread, but this has been driving me insane!

Someone from Oxnard, CA has been obsessively looking at my website. Granted, there's nothing I am hiding, but it's more for my own curiosity. I have had someone seriously go on my website for hours on end and I figured out who it was with a little research. Somehow I think he figured out that I knew that I caught on...anyway that's besides the point and I'm going off topic.
Here is my questions that I can't seem to find answers to:

1. This person has Verizon. Is it possible that you can choose any phone number from any state (in this case California) of your liking without living in that particular state? If so, if you were in say Florida would statcounter show the IP address from the phone coming from California?

2. If the above isn't possible, I believe they're using some sort of proxy or VPN service, but I can't figure it out based on the limited knowledge I know.

...I guess in short how can I or is it even possible for me to figure it out?

If you're curious the IP address is 96.240.43.147 They always log on from an Ipad or an Iphone.

The IP shown on a visitor using a phone could show up as pretty much anywhere. My phone shows up as a province on the other side of the country. I don't know how it is in the US but I suspect it is much the same. You can't rely totally on the IP of a PC visitor, and even less using a phone.

If they are wise to you they can use a proxy and you are at a lose to track them down.
