The simple answer is: You can't.

A more complicated question to respond to your question is: What do you mean by "find"?

You can usually find out what their ISP is and, sometimes, where that ISP thinks that the user is located.

I suppose there are other quasi-illegal spyware-related ways to find out a bit more.
