Default Texas in Arizona

Was looking at the details of where some of my visits came from. This struck me as funny:

6 Texas Department Of Agriculture Williams, Arizona United States

I knew Texas was big, but I didn't realize we had departments in Arizona.

OK the way I see it there are 3 lookups involved:

1) get the host ISP for the detected IP address - that's from the server itself, in php (gethostbyip)
2) get the geo information for the IP - database 1 - may also return an ISP which may not be the same as the one in step 1
3) get the geo infromation for the host ISP - database 2

Looks like database 1 and database 2 aren't in sync or arent' frim teh same source.

Or some such thing
