Wrong location for IP address

c-71-236-231-184.hsd1.or.comcast.net (71.236.231.184) is showing up as Mt. Laurel, NJ, USA instead of Portland, OR, USA.

Its shows the location of the ISP's computer, not the actual location of the users computer.
