Question City, state for ISP change for same visitor?

I searched the Forum and already know that the city and state listed is the data center of the ISP, not necessarily where the visitor came from. I have a visitor who uses Fairpoint Communications as their ISP, and the location was Kansas; now there is a visitor I suspect is the same person, also with Fairpoint Communications, but the location now is New York.

The IP address is 67.158.155.47. The host name is dper-67.158.155.47.gtcom.net. Does the fact that the city and state changed mean this is a different person, or not necessarily? Is it typical for the city and state to change for the same ISP?

Maybe I need to clarify my question. It simply is, will the same visitor always show the same city and state for their ISP, or is it possible that the city and state will change even if it is the same visitor, since the city and state are actually the location of a data center?

It is not unusual that big ISP's have several data centers, and as a user of their service you may be connected to a data center different from when going online the previous time. More common with dial up costumers I guess, may happend with DSL but should hardly never happend with cable.
