You won't see loading time with Statcounter tracking because only once the page has loaded (and therefore the tracking code has loaded) would the tracker register a hit.
Outbound links will only get tracked when clicked (only detectable when the tracking code is lower in the source code than any of the links which may be clicked ). Just their mere existence on a page cannot get them registered.
A good option for those things would be to use
Screaming Frog ( free program for site up to 500 pages), or, for links alone (internal and external),
Xenu Link Sleuth (free program).
In any case the loading time is always from the point of view of your own internet connection, computer speed and memory.
For an individual page you can use various Google tools to see speed, such as
PageSpeed Insights, and that uses a Google user agent and location.
